A three-tier structure was established made up of a Cabinet Ministerial Committee on MCA Namibia, a Cabinet Steering Committee on MCA Namibia (Permanent Secretaries of relevant Ministries/Offices/Agencies), and the MCA Namibia Core Team. Ministerial and Steering Committees The Ministerial Committee under the chairmanship of the Director-General of the National Planning Commission (NPC) is made up of the Honourable Ministers of Presidential Affairs, Regional, Local Government and Housing and Rural Development, Agriculture, Water and Forestry, Foreign Affairs, Works Transport and Communication, Environment and Tourism, Trade and Industry, Fisheries and Marine Resources, Finance, Lands and Resettlement, Mines and Energy, Health and Social Services, Education and Youth National Service Sports and Culture. This Ministerial Committee is supported by a Steering Committee made up of Permanent Secretaries from the same institutions. Government Negotiating Team The Government Negotiation Team for MCA Namibia, led by the Secretary to Cabinet, Mr. Frans Kapofi, was tasked with the negotiations with MCC on the MCA Namibia Compact and two Supplementary Agreements, namely, the Program Implementation Agreement (PIA) and the Tax Agreement.
