Implementing Partner Agreements

In the course of October/November 2009, MCA Namibia has signed Implementing Partnership Agreements (IPAs) with the Ministries of Land & Resettlement, Environment & Tourism, and Agriculture Water & Forestry and also with the Namibia Tourism Board and the Namibia Training Authority.  One IPA still needs to be signed with the Ministry of Education.

The IPAs follow the entry into force of the Compact on 16 September 2009 and provide the legal and operational framework for the joint implementation of the Compact by MCA Namibia and its implementing partners.  The IPAs also detail the resources MCA Namibia will make available to strengthen the partner’s implementing capacities in the form of additional staff, training support and some dedicated working capital. 

At the signing of the first IPA with the Ministry of Lands and Resettlement, the Permanent Secretary of that Ministry, Ms. Lidwina Shapwa, indicated that the agreement signifies her Ministry's commitment to work closely with MCA Namibia in implementing the Land Access & Management activity of the Agriculture Project.  

This activity aims to address the barriers to the effective and sustainable management and use of range land in the Northern Communal Areas.
