Milestones

MCA-N approved the Gender and Social Integration Strategy.  The strategy is designed to address any gender inequalities that limit women’s or men’s opportunities to participate in or benefit from projects, and to enhance the benefits of the programme for both women and vulnerable groups. 

MCA Namibia’s Monitoring and Evaluation (M&E) division made possible two training sessions on sampling and error estimation.  The sessions were targeted at personnel with statistics functions at the Ministry of Labour and Social Welfare as well as at the Central Bureau of Statistics.  Besides covering theoretical issues related to the topic, the training sessions also included actual analysis of data sets used by the participants in the course of their work.  The M&E division plans to follow up on this training with additional sessions on M&E-related topics that key stakeholders identify as being of interest to them.

MCA-N has succefully completed the following Conditions Precedent (CPs).  The completion of the CPs means that Millennium Challenge Corperation MCC is satisfied with all actions required to Programme Funding.  

Condition of Precedent: Livestock Support Activity,Submission of
Baseline Report on Human Trafficking has been completed with the Ministry of Agriculture, Water and Forestry.

Condition of Precedent: Land Access Management activity,
Annual Certificate of MLR Resources has been completed with the Ministry of Lands and Resettlement.

The Namibian Cabinet approved the government structure responsible for the preparation of the MCA Namibia Program Proposal at the end of January 2006, as per Cabinet Decision No. 2nd/31.01.06/007.  A three-tier structure was established made up of a Cabinet Ministerial Committee on MCA Namibia, a Cabinet Steering Committee on MCA Namibia (Permanent Secretaries of relevant Ministries/Offices/Agencies), and the MCA Namibia Core Team.

The MCA Namibia core team was functionally established by 12 April 2006 comprising of officials seconded by the ministries of agriculture, water and forestry; gender, equality and child welfare; lands and resettlement; regional and local government, housing and rural development; and works, transport and communication.  The Ministry of Environment and Tourism (MET) in 14 August 2006 made an official available to function as the interface between the MCA Namibia and MET.  This official also attends MCA Core Team meetings.
 
The MCA Namibia National Coordinator was appointed on 11 April 2006.  She is seconded by the Development Bank of Namibia where she holds the position of General Manager, Special Development Fund (SDF).

Namibia-based expert consultants are contracted for the economic analysis, livestock sector development, social and environmental assessments, the facilitation of the nation-wide consultations and the compilation of the MCA Namibia Program documentation.

Namibia became eligible for MCC funding on 8 November 2005 as one of three lower to middle income countries. The other two countries in this group are El Salvador and Cape Verde. The preparation for a Compact was already at a more advanced stage when Namibia became eligible. On 4 July 2005 MCC signed a 5-year Compact with the Government of Cape Verde (with the Compact entering into force in October that year), followed by El Salvador on 29 November 2006 with a Compact of USD110 million with a further tranche of USD351 million anticipated.  It is MCC policy to only allocate 25% of the total MCC budget to lower to middle income countries.  It is for this reason that Namibia closely follows the eligibility, proposal development and Compact signing by other lower to middle countries.
