The Republic of Namibia has signed a grant funding agreement, the Millennium Challenge Account (MCA) Namibia Compact, of US$304.5 million with the Millennium Challenge Corporation (MCC), an Agency of the United States Government, to enable the Government of Namibia to implement the MCA Namibia Programme and achieve the objectives of the Compact.  MCA Namibia, a programme implementation unit of the National Planning Commission, will use a portion of the grant funding for the acquisition of consulting services to perform the design, environmental and social assessment and supervision of the construction of Community Skills Development Centres (COSDEC).

A Request for Proposals (RFP) informing prospective bidders of the procurement process and setting the Terms of Reference (TOR) for this assignment shall be published on the Procurements Page of the MCA Namibia website www.mcanamibia.org on 1 July 2010.  Prospective bidders interested in submitting a proposal in response to this RFP are required to register their interest by providing their full name and contact details to the e-mail address indicated below.  Following is a brief summary of the assignment:

• Specific duties will include but are not limited to the Normal Services for the Project Manager as set out in the MCC Standard Bidding Documents: Procurement of Small Works and Contract;
• The works will include the expansion of existing COSDEC centres in Ondangwa, Tsumeb and Otjiwarongo, and construction of new COSDEC centres and related facilities in Swakopmund, Rundu, Gobabis, Windhoek and Opuwo;
• The duration of services shall not exceed September 2014.  This period shall include the procurement of the consultant and contractor(s), design and implementation, as well as the defects liability period.

The consultant is expected to provide a team comprising of the following key personnel: Team Leader, Architect, Quantity Surveyor, Civil/Structural Engineer, Electrical Engineer, Mechanical Engineer, Environmental Specialist, and a sufficient number of non-key personnel, whose required qualifications are described in the TOR.

The contract is expected to start on or about November 2010. A pre-proposal meeting will be held on 10:30 on 29 July 2010.  Proposals responding to this RFP must be submitted not later than 13:00 Windhoek local Time on 12 August 2010 at the following address:
