MILLENNIUM CHALLENGE ACCOUNT NAMIBIA

SPECIFIC PROCUREMENT NOTICE FOR THE:

1) SENIOR EDUCATION TECHNICAL ADVISOR TO THE MINISTER OF EDUCATION -     MCAN/COM/RCQ/1F01002; AND

2) MINISTRY OF EDUCATION BASED MONITORING AND EVALUATION CONSULTANT-MCAN/COM/RCQ/5C01001

The Republic of Namibia has signed a grant funding agreement, the Millennium Challenge Account (MCA) Namibia Compact, of US$304.5 million with the Millennium Challenge Corporation (MCC), an Agency of the United States Government, to enable the Government of Namibia to implement the MCA Namibia Programme and achieve the objectives of the Compact.  MCA Namibia, a programme implementation unit of the National Planning Commission, will use a portion of the grant funding for the acquisition of Goods, Works, and Services.

The purpose of this Specific Procurement Notice (SPN) is to alert interested individual consultants that two separate Requests for Consultant’s Qualifications (RCQ’s) will be posted on the MCA Namibia website www.mcanamibia.org on 25 January 2011 namely, 

(1) Senior Education Technical Advisor to the Minister of Educationand (2) Ministry of Education Based Monitoring and Evaluation Consultant.  Eligible consultants are encouraged to submit their qualifications in response to the above RCQ’s to MCA Namibia.

  1. Following is a brief summary of the Senior Education Technical Advisor to the Minister of Education consultancy:
  • Technical Advisor to the Minister of Education to assist to implement education sector policies towards strengthening the Ministry of Education’s programme implementation mechanisms;and
  • to create a demand responsive and results oriented education system.

The successful Consultant shall fulfill the following qualifications requirements:

  • Advanced university degree in Education, Development and Policy Studies, Economics, Public Policy, Management Science or other education development related areas or equivalency.
  • Minimum 10 years of experience in educational management and administration, instructional design or change management.

2. Following is a brief summary of the Ministry of Education Based Monitoring and Evaluation consultancy:

  • To build monitoring and evaluation (M&E) capacity at the Ministry of Education (MoE); and
  • to foster an M&E (i.e., data-driven) culture at MoE.

The successful Consultant shall fulfill the following qualifications requirements:

  • Masters in Economics, Statistics or Social Sciences with relevant coursework in economics and statistics; PhD would be an advantage.
  • Demonstrate strong experience both in (i) statistics/M&E in developing countries (experience in sub-Saharan African countries would be a plus) and in (ii) national government level capacity-building (preferably in the education sector).
  • Eight (8) years progressively responsible experience in quantitative analysis of programmes, monitoring and evaluation, or related work

Proposals responding to the above RCQ’s are to be submitted no later than 13h00 on 18 February 2011 to the address indicated on the advert.
